Lewisburg + Mifflinburg + Milton have pleasant riding in pretty farmland about 50 miles to the east of State College. I don't know State College itself, but if it has some nice riding, I'd be interested to hear about it and go explore there sometime.

Road or mountain bike? How far? Flat or mountainous?
If you're looking for a guide for road rides, check out "Bike Rides from Beaver Stadium" by Scott Adams. It's an outstanding resource. Scott used to be on the Penn State cycling team, and he would make up routes for group rides. Eventually he had enough to make them in to a book. If you're looking for mountain bike rides, Scott also wrote "Mountain Bike Madness in Central PA".

Flat rides by State College? I wasn't into riding when I was going to school there, but I can't imagine there's any kind of "flat" anywhere near there.

Rts. 45 and 192 run between two parallel mountain ranges. Rt. 192 is the less heavily traveled of the two. There are also some flat to gently rolling roads as you head out towards Warrior's Mark on Rt. 550.

I moved to State College about 2 years ago and have since gotten back into riding 2-3 times a week. There are some great rides around the area. There are some flat and some mountainous. Here is a link to a group that has some maps of rides from the PSU campus.

I have been riding a vintage hybrid up and down the mountains, they are not as bad as some folks think they are. Great scenery while riding as well. Weather has dropped into the 40s so bring some winter gear.
