when i began to talk to people about track bikes, i heard tons of good stuff about bianchi, felt, fuji, trek, etc etc. but then i just realized khs makes a track bike in that beginner price range of about 500 to 800, how come that it gets passed up? is the geometry not right, or is it just a matter of brand name

I don't know that KHS flies under the radar, I know plenty of people who own and love their bikes. I think you don't hear about KHS as much because they're not in stores the way that the other brands are - you can find any or all of the brands you mentioned at just about any larger bike shop in the US.
Another problem for KHS might be that savvy internet consumers are now aware that Bikes Direct is selling the same bike they sell for a fraction of the cost. Those blank Kilo TT framesets were $175, and a complete bike is only $350. I don't know how the components stack up quality-wise, but it's hard to make the case to spend any more on an entry-level track bike like that (where you're likely going to need to replace every component, in time).

The frames are fine bikes. Nice steep geometry, oversized tubing, great entry level and arguably better frames than Bianchi Pistas and the other similarly priced stuff out there.
KHS flites used to come with really nice kit (Sugino 75 cranks etc) but their offerings over the last couple of years have been bland and expensive compared to many of the other budget track bikes out there, which is why I think they've faded somewhat.
