Can you drill holes for back wheel brakes on frames that don't come with them? Or does it totally ruin frames?
it really depends on the size and style of the bridge. some are thick enough for it, some aren't.

picture. and hold a quarter up next to it for comparison. or take it to your lbs. probably a better idea than the picture.

You could get some of the clamp on brakes that track racers put on their bikes. That way you aren't drilling a hole in a beautifully undrilled frame.
