currently I'm riding a 58cm bareknuckle frame with 170mm cranks...
i'm trying to find out what size a "23.5inches (c to top)" is in relation to that. im not quite sure what the points of measurement are there, any ideas/help will be great.

c to top means center of bottom bracket shell to the top of the tube.
There are dozens of websites thatll do inch/cm conversions. No need to do that math yourself.
23.5 inches is 59.69cm
