I own folding and other type bikes with steel frame only. I know of no maker currently having steel frame bikes with 24 or 26 inch wheels that fold. Dahon has a few models with 20 inch wheels and one take apart or separating frame called the Flo. Bike Friday makes a semi folder with 20 inch wheels too. Brompton has 16 inch wheels which is actually ISO 349 size making it closer 20 inches. The 20 inch bike is quite close to the larger frame ones in handling and other type of characteristics with the added benefit of being quite a bit smaller in both the folded and nonfolded position. Test ride one and see for yourself.

Check out sandsmachine.com website. Also google folding road bike and check out some of those links. They have links to websites of framebuilders who retrofit steel or ti bikes using couplings made by S&S. They fit into cases that are not oversize for air travel. I go through the hassle of Fed Exing my road bike to the west coast every time I travel there. Dealing with the oversize fees from airlines is also a pain, not to mention fitting two bike boxes in a rental car. I am considering retrofitting my LeMond or going from the ground up (slicing my beloved LeMond in two is a bit scary). It can be pricey. If you travel alot and want your road bike with you it may be worth it. Let me Know how you make out.

Early nineties Montague M1000 BiFrames are steel and have 26" wheels.
