been looking into folding bikes but all i can find is complete bikes built up stock. i would like to build my own if possible. is there anyone that sells just the framesets? also i am looking for steel only. thanks!

breezer sells an i7 frame, which i think is steel.

The Swift Folder was originally available as a frameset only and was steel. It sounds like they still sell framesets, but they are aluminum now.
I wish more people did frameset only. The good news is that most folding bikes come stock with really inexpensive components to hit a price point, so you aren't wasting much by removing what comes on the bike.

I was looking for the same thing earlier in the year. There's this <http://www.bikeforums.net/showthread.php?t=300122> but not much info there.
I contacted HPM in Eugene about a Swift Frameset. They wanted about $100 or $150 less than a complete bike; I don't remember exactly but yes, they would do it. At the same time I contacted Peter Reich and the only thing he had was the aluminum but that may have changed since it was several months ago. I ended up buying a complete steel bike from HPM and an aluminum frameset from Peter.
