is it ok if my testicles rest on the top tube? it splits them down the middle--one on each side. or should i have gone with a smaller bike?

You might want to look into getting them surgical removed.

But really, you should be fine. Sounds like your in between heights, so if you like it bigger, you're all set.

One of the prime dimensions of a bicycle, this refers to the height of the top tube above the ground. If the standover height is too tall for a given rider, mounting and dismounting will be awkward and dangerous.

Conventional wisdom is that the standover height should permit 1-3 inches (2-8 cm) of clearance between the top tube and the crotch of a rider straddling the frame, for road use. For off-road riding, considerably more clearance is required.

I had the same problem. I was going to get a new frame, but I decided it'd be cheaper/easier to just lop my testicles off with a rusty set of pruning shears. It hurt at the time, but I can do the splits now.

ideally you want anywhere from 1"-1.5" of room between your crotch and the top tube. That room allows you, in case of an emergency, to come off your pedals and allow your knees to naturally flex without instantly cracking your gonads on the top tube

yeah man just wear briefs or something and you wont have to worry
about spare hammers being chucked around while you stand over your top tube.

As far as frame fit goes you should be fine. You will have more of a french fit, less saddle to bar drop. This is how I am set up. It is the most comfortable fit for me to ride. It is personal preference to an extent. Do what is comfortable when riding.
