Commuting - Heel clearance and Grocery Panniers?

Need a set of Grocery panniers that can be pushed back far enough on the rack to avoid catching my heel on the bag. Any recommendations? Anyone know of an adjustable grocery pannier?
I would think most panniers nowadays have adjustable top hooks. I know from my own experience that Altura, Halti and Ortlieb all have them.

I've UK size 12 feet (47 Euro) and manage okay with Altura Universal panniers on my MTB.

Maybe it's the rack that needs adjusting. I noticed the other day, when I had my panniers on my MTB instead of the hybrid, that they had to be further back on the rack for heel clearance, where on the hybrid it doesn't matter. My racks have three long slots on the side so you have some choice where to hook in the panniers.

I have dealt with exactly this problem. Look at your rack. My first rack was a cheap Performance Transit rack. It had rounded corners that wouldn't allow the panniers to be pushed all the way back. Heel clearance was in short supply. Then I bought a Blackburn Expedition rack. It has square corners- so you can move the panniers far enough back to provide heel clearance.
It also helps to have long chainstays; 44cm or longer.
