looks open to me. those are particular road closures to traffic. Note that is says that most roads closed to motor traffic are open to hikers, cyclists, and equestrians. When the whole forest is closed due to fire danger, it's closed to *all* uses except for travel on state and county roads, and official traffic.
According to the L.A. County Dept. of Public Works (http://dpw.lacounty.gov/rmd/roadclosure/results.cfm), which is responsible for the recent county road closures during the fires, GMR and GRR have both been reopened along with 2 others.
