I use a Sturmey below freezing and have never had that happen. You must have some water inside the hub.

Obviously the best fix is to disassemble the hub, clean/dry it and re-assemble. However this is probably more work than most are willing to undertake.

You might try dumping a few ounces of WD-40 into the hub. It is claimed to "displace" water. Works for me on outdoor padlocks. Not a very good lubricant, but better than water!

A properly serviced SA hub should be able to handle more bad weather than a derailleur equipped bike.

I use synthetic (motor) oil in all my 3 speed hubs as regular oil will turn to glue in cold temperatures and make riding a less than fun experience.

I was told by an old SA pro that you should fill it with kerosene, then set it out for a day or so lying over sand on its non drive side, then fill it to bursting with 30 weight motor oil. He sold me a rim and the machinery sounds like gunworks-smooth, wet and beautiful. I was gonna use it for an all weather beater wheel but its way too nice. Save the sand for cleaning later.
