I can get this way once in a while. I'm a little lucky in that I have the option of riding only a short distance to the train station instead of all the way into work if I'm really unmotivated. I can take the bike with me on the train so I can (and almost always do) ride all the way home in the afternoon.
Sometimes staying off the bike a couple of days will restore my enthusiasm but staying off for too long would be a mistake.
I've been walking a lot lately ... it's a nice break from cycling, and yet still keeps me active.

I don't get the connection between your winter blues and "riding your legs out this summer." Lack of motivation is one thing but attributing it to riding your legs out doesn't really make sense. My legs have been destroyed the last few weeks but i keep riding every day because we have had the most beautiful morning riding weather that i can't pass it up.
If you are motivated than you will ride regardless of how your legs feel.
take a few days to recharge the motivation batteries, we all get in a funk sometimes. Maybe set up or change your goal a little bit, bribe yourself with new bike goodies (this works for me!) But listen to your body, if it needs a break, give it a break.
