Bicycle Mechanics - Replace Tiagra cassette cogs?

Can I replace the 25t cog on my stock Tiagra cassette on my CrossCheck with a larger one?
I see that Harris Cyclery has either 27t or 29t Miche cogs that are Shimano compatible.
Would it just be a matter of undoing a hex nut or grinding down the rivet?

Yes, you could do that. We also have 28 tooth genuine Shimano sprockets, I believe.
