Bicycle Mechanics - Why would a pedal wrench not fit a pedal?

Could I be hallucinating? I put some cheap metal wellgo pedals (cages) on my bike without any problems. When I went to take them off one of them came off fine, the other one didn't fit into the pedal wrench. I got it off with a crescent wrench instead, so there's no actual problem. But I'm new to this bicycle repair thing and wonder if it's typical for things to be that out of whack.
Or am I doing something stupid? (again).
are the flats on the pedal axle bigger than 15mm?

Wrench flats might've gotten damaged from putting them on. Some pedals also have such a narrow wrench flat as to preclude anything except a cone wrench to tighten (they don't come with hex either). Very stupid.

The flats on the pedal axle are supposed to be 15mm; and on the right hand side they are. The wrench works fine on other pedals. I've heard bad things about Wellgo pedals; I just can't imagine that they could be so badly made that they don't fit the standard wrench size.
oh well live and learn.
