Is a 200mm steerer tube more then enough to fit on most fames?

Not necessarily. If it is a threaded steerer tube, it should fit up to a ~57-58 cm frame, assuming that the headtube on those frames will be roughly 150-160mm and allowing for a 40 mm headset stack height. If it is a non-threaded steerer, you may need up to 30 mm more to allow for the insertion in the stem so a 200mm unthreaded stem might only fit a 55-56 cm frame. The stack height on an unthreaded ahead set or integrated headset can be shorter than a threaded so you have to measure and adjust accordingly.

The way to calculate steerer tube length is to add the headtube length, the headset stack height, and the depth of insertion in the stem, plus any spacers you want to add in to allow you to adjust stem height up or down. So say you have a bike with a 160mm headtube, a headset with a 32mm stack height, a stem insertion of 25mm, and you want to be able to adjust the height of your stem another 25 mm with spacers, you would need an unthreaded steerer of 242mm.

turns out it won;t fit....is it possible to get a new steerer tube?

I have never seen a fork with a replaceable steerer. A steel fork crown could theoretically be heated and the steerer could be removed and another brazed in, and then the fork could be repainted, but I think you will find that most frame builders would charge you as much or more to do this than the cost of a new replacement fork.
