I wish I knew who made this happen. When the rail vehicle plans were first made public for review several years ago one of the first things I checked was how bicycles could be transported and the plans at that time already had four internal vehicle bike storage locations, so someone got that in quite early.
This May 2006 record of decision includes on train bike storage, but doesn't specify amount
