Speaking from the roadie perspective, it's the way racers tend to set up their bikes. And since we all want to look like racers, we all need to flip our stems so the bars are at least 3 inches lower than the saddle, no matter how uncomfortable that may be. Like this:

A flipped stem has an acute fork angle between the axis of the fork and the axis of the stem. It looks cool(er). It all depends on height between your seat and bars. I cant really flip it as I have a 4.5" drop and any lower will just rob me of power.

yes like a flip flop hub. that has a free wheel (i.e. single speed) on one side and fixed gear cog on the other
