So I picked up a screw that is about an eigth of an inch in diameter. Should I put a new intertube in it and call it good or does that eigth of an inch constitute for a new tire?

I'd chuck a boot in it (a cut piece of an old tire, ideally, or a hunk of a tyvek envelope) and keep an eye on it. If the hole starts to look worn or like it's enlarging or bulging, replace it.

+1 on the boot. I use a 1X3 inch oval cut out from the side of a milk carton. Works perfectly, super strong, and super thin. Plus it weighs practically nothing so I carry one with me at all times. I am running a similar boot right now on a 23 mm tire that picked up a 1/4 inch nail on Monday morning.
