Is there a difference between what you are training in your body, when you are either training to climb, or time trial? Will the training i'm doing on the local 3 mile climb, also be helping out my time trial? I like training on the climb more than the flats, it's easier for me to keep a high intensity with the goal of getting up a hill, rather than pushing on the flats... but it practically feels the same... frothing at the mouth, lack of oxygen, cross eyed, etc. Will going up hill make me faster in a crit?

The climbing will help your TT, but you should also dedicate a bunch of time to practicing riding in TT position.
Crits are pretty much determined by the final sprint. If you're getting dropped before then it'll help, if not, it won't hurt... but won't help much, either.
