They are one factor of many. If you are on a road bike and moving at a good clip, they certainly will make a difference you can notice. Are they the most important factor? I don't think so. My first move would be to look at over all weight and riding style.

perhaps a little bit... But I don't think its very noticable.. maybe a few milliseconds..
