sort of - I only listed the complete bikes - there are a lot of frames out there (redline, salsa, kinesis, etc.) that are 700c with disc tabs. If you could add a list of the frame only options to the bottom of this or your post that'd be awesome!
edit: doh! just checked their website and the la Cruz is a complete bike.

What is this "off the peg"?
No custom frame and/or equipped as standard, i.e., you don't have to add anything. It comes from off the peg/rack/hanger clothes as opposed to tailored/custom, I think.
There are/were a few bikes that were "disc ready" because the manufacturer chickened out of actually specifying and equipping discbrakes. These're next to useless if you're looking for something you can ride away from the shop immediately.

Thanks - they changed the drop bar, disc option to the solo cxd for 2008.

Opus Sentiero Cross bike
dropouts have Disc + Rack + Fender mounts
Tiagra drive train 9sp and road compact double 50/34 so one could easily swap the RD and cassette to use a MTB 11-34 cassette.
Not sure what is the fattest tyre it can accept. I found it at my LBS, so I'll go back with a caliper along with a test ride, see how it does :)
add: at least 700x45mm with some clearance left over. Probably up to 40mm with fenders will fit just fine. frame was too large for me, sigh.

Kona Dew Drop also meets these qualifications for about $400 less than the Sutra.

Unfortunately no camera (yes, I'm an eeedjit)
dia-compe make a combination one finger/two finger brake (you use it on one side like a goldfinger and the other like a standard brake lever) as well as a load of other useful stuff

BHPC.org.uk had a suprisingly big stand with some cool faired bents, a velokraft nocom (turns out they supply some marshals and timing people for battle mountain every year) and I think I saw Mike Burrows at the stand
Black Diamond Sabbath - saw it in the flesh. Very nice!
A company that has a similar setup to the Koga Miyata semi-custom tourer (the cool difference was their bike trailer which mounts onto bosses built into the frame)
Loads of other stuff (most of which you'd see in either eurobike or interbike pictures) including Theo Bos' and Shanaze Reed's olympic bikes on the shamino stand.

Well, the Outlaw's Tiagra/105 is perfectly fine mid level stuff, better than the Dew Drop's derailleurs/shifters. I don't know enough about other bike components well enough to judge, though.

Thanks for the link but, while it's nice, the disc brakes aren't standard on the drop bar version (they're only available for the flat bar version as an additional cost upgrade). It doesn't fit the thread criteria.
That is, only bikes with drop bars, disc brake, 700c wheels and that are ready to ride immediately without modification/customisation.
Note to self: Co-motion solo bikes available with dual discs as extra cost upgrade.

2009 Bianchi San Jose has disc mounts on the fork and frame.
I don't think it comes with disc brakes (even as an option) "off the peg" but if you order one from your LBS they should be able to swap the canti's for disc brakes before you pick the bike up. I know the list on the first page is supposed to only be bikes that came from the factory w/ discs but I think that having information about dropped bar bikes with disc mounts may help out some people who don't care to buy a [less expensive] bike and add the discs themselves.

The San Jose at my local Bianchi dealer had them on both the fork and the frame. (I want one of these like crazy now)

I stumbled across one of these the other day, thought the price was pretty good, and had lots of mount points for fenders and racks, including lowrider mounts on the forks!
