Well I figured as much about the wind drag, but I would love to see how that really effected races. Like is it the difference in a split second?

I am just being skeptical because find these crazy carbon aero bikes overly excessive.

Only a guy with a wind tunnel (or a world-class racer who does a timed lap or two with it and compares the times) could tell... But I'm inclined to say it'd decide a 1000m TT at elite level. Eliminating the vertical bits (fork, chainstay) should make a noticeable difference.
Of course it's not UCI legal (or is it?)

Edit: re being skeptical about wind drag reduction giving significant benefits: look up the recumbent speed record for an extreme example, or Graeme Obree's hour record for that matter. Of course this is a less extreme bike setup but aerodynamics matter in racing, mainly in TT.

Any frame flex at all would make the wheels rub. And horizontal fork/no chain stays=lots more flex. No standing sprints on this bike, I guess.

Negative advantage. The officials won't let you start a race with that bike. It doesn't meet UCI standards.
