Yes. IT budgets are quite often expired/overspent by the time November comes around unless you do work for a company who's business is seasonal, which one of the companies I do work for is.

My job is completely dependant on people messing up. Since everyone seems to take their vacations at the same time this time of year, my work slows down tremendously.

Yes, being in services my clients need to be available for work to be done. I usually loose at least 2 weeks billing between Thanksgiving and New Year. In fact I almost always take the week between Christmas and New Year off since things are so dead.

Not this holiday anyway, I'm already geared up for Spring Semester and am now dealing semester end - this is one of my busy times during the work year.

Mine does. I work in the banking industry, so no one is looking for change this close to the end of the year.

IT in the Financial services industry.

Our budget is fine. We just can't touch ANYTHING on the production network this time of year or we get clobbered by the mighty ITIL (http://en.wikipedia.org/wiki/ITIL) bludgeoning device of doom.

Mine does. I manage a fed. govt. maintenance contract. Many of the govt. employees take leave this time of year and there isn't as much work to do outside so we get pretty slow.

Heck no it doesn't. I have projects to finish and reports to write.
Plus, winter is a boom time many biotech diagnostic companies. More people get sick during the winter, which means those of us who produce diagnostic assays for seasonal infections are kept busy.
