It's cut into the tubing and then they put lights inside. It's a sculpture from a BFA show at school. Didn't catch the artist's name though.

They have bike racks that look sort of like these in Hawaii, but I don't get the weird lights.

Nope, sorry. Nothing too impressive, just got a laugh outta the bars. The lights are inside the frame and project out through intricate patterns cut into the tubing.

You'd probably have to have them custom bent. I don't think anyone would ever make a set of bars this completely ****ing moronic. And even if they did, they'd be absolutely useless to ride and would look like ****.

Or King Kog might have them.

I'm a small guy and I like narrow bars. But we're talking like 35cm comfortably, not anything like that. I do kinda like the look though.. hehe.
