How to find a custom frame builder locally?

I want to build (or have built) an upright positioned reverse trike. I got the idea after seeing the Turf Trike ( http://www.turftrike.com/ ). I don't golf, but I thought it was cool looking and I imagine the front area could be used to hold other types of cargo besides golf clubs. I have VERY limited welding knowledge/equipment but my first thought was trying to modify a donor bike frame for this task. Because of the extreme probability for self injury when my home-welded frame comes apart mid-ride I think I better seek some professional assistance.

I said all that to say this: How would I go about finding a local or semi-local frame builder who might be able to help me design and build something like this?

Ask around bike shops. Thats the best advice I could give you unless someone else knows someone.

But if you are fairly competent at welding, the bike isn't going to catastrophically fail. Its thin wall steel so get enough penetration you'll be ok. Its more of an issue that you don't burn through the metal than enough penetration.
