I just got Dura-Ace 9 speed bar end shifters (SL-BS77) to go with a Tiagra rear derailler and an Ultegra 9spd cassette.
I was under the impression that everything should be fine with that set up, but the very first instruction with the shifters is "This shifting lever cannot be used with any rear derailleur other than the Dura-Ace."
Does Shimano just want me to spend more money or is there any good reason for this?

I have never had the 9 speed version of the bar ends but I think it is similar to the 10 speed type in that it can be operated in either indexing or friction mode. If it doesn't work for you in the normal indexing mode, use friction shifting it really works just fine. I have even used it in that mode with Campy cassettes sometimes and the drivetrain is more than smooth enough.
I use the same shifters with nearly the exact same setup (105 cassette in my case). No problems at all in both friction and index. I saw that sticker as well, but ignore it.

Yes, just ignore that sticker. I'm running those shifters with a 9 speed mountain drivetrain on my tour bike. Indexing is perfect.

There are historical reasons for that. Back in the 8-speed days, Dura-Ace derailleurs pulled a different amount of cable than anything else. Shimano had Dura-Ace 7-speed, then 8-speed bar-end and downtube shifters for Dura-Ace rear derailleurs, and Ultegra 7-speed and 8-speed shifters for everything else in the Shimano world.
Starting with the nine-speed era, all derailleurs are now created equal, and there is no need for two sets of downtube and bar-end shifters. So they just kept the Dura Ace ones... and kept the sticker.
