Did I measure this correctly at 24.9 mm?
Am I correct, then, in thinking that a replacement headset like this (http://www.nashbar.com/profile.cfm?sku=19596), with a 40mm stack height, would be incompatible?

You need to measure the bottom bit too. But you measured the top half correctly.

Measure the head tube from the top edge of the bottom headset cup to the bottom edge of the top cup (i.e. the length of the headtube as if there were no headset at all. Then measure from the bottom face of the crown race (where it sits on the fork crown) to the top of the top nut of the headset. Subtract those two measurements and the difference is the stack height.
