I'm looking to buy a new set of wheels, probably used (gently!). What are the steps I should take before buying a set? In other words, what should I look for to make sure they're in working order? What questions should I ask, if any?

First, you should only buy quality wheels-no dept store cr@p. Ask the seller how many miles, how much maintenance was done, etc. Then, if it is a loose cup-and-cone bearing setup, remove the bearings and cones, clean them, and inspect them. If it is a cartridge bearing, just spin them, and see how they feet. Of course, look for cracks around the spoke holes on the flanges, and check that all the spokes are taught and the same gauge.
I've bought 2 used wheelsets from eBay in the last couple of years, and neither set was completely what it was advertised to be. The only thing that made the deals worthwhile were the very low prices I paid on each.
