I have a pair of vintage campy track cranks, but the pedal thread on the non-drive side crank is off. When I try to put on pedals it stops threading about 1/8 of the way on and I don't want to force it. Is there anything I could do or do I have to find another crank arm ?

Pedal taps are a standard bicycle repair tool, any half-decent bike shop will have a pair available.
