I almost tried something made from cardboard and covered in duct tape, but I figured there was no way it'd hold up. I think it'd be easier to rig up something rigid that mounts to the seat post or seat tube than to make something using the fender mounts, unless you were to cannibalize an actual fender. Which seems to be pretty beside the point.
buy a rubbermaid trash can at home depot or wally world
slice your fenders out of that. mount with 14 gauge spokes and some nuts
and bolts, tie wraps and shoe goo.

like tehz said, that one messenger does it in that puma movie. two plastic bottle halves taped with packaging tape to a metal wire or coathanger to wrap around seatpost/frame. if you dont mind such a trashy solution, it definitely looks like it would work.
here's the movie: Messenger (http://www.dailymotion.com/video/x1312a_puma-messenger)

If you have the $20, go buy yourself some real fenders.
