Bicycle Mechanics - tire "ran around" wheel - how to fix it?

Thank for helping with my previous questions. I brought an air compressor and am trying to fill up
the tire. I noted one of the tires (right rear tire), the tire "ran around" the wheel alittle so that the
air nozzle is crooked. See

Does it needs to be fixed (tire rotated back on wheel)? Can I SAFELY just add air to the tire?

If it does need to be fixed, is there an easy way to fix this? I use wheelchair/walker so I prefer not
having to take the wheel off if I can help it.

I think it does raise the stress around the stem, which can't be good. Stems are notorious weak points on the tube. Probably a bigger deal with higher pressure tires though.

With a little luck, it should not be a problem as is. If it is not too much problem it would be worthwhile deflating the tire and spinning it back a bit. It sometimes does take a bit of effort to move it, and I am not sure how easily you can do it under the circumstances.

At the risk of sounding too careful, I might also add that however hard it will be to do now, it will be harder to deal with on the road if the tube gives.

Here's what you do.
Unless the tire is extremely tight on the back wheel, simply grab the tire (when it is deflated, mind you), an slowly rotate it while holding onto the rim. Rotate it until the valve stem stands up straight.

i.e.: in your case, looking at the rear wheel from the drive (sprocket) side, rotate the tire clockwise. The valve should poke up as you do it - just stop when it stands up straight!

If you can't budge it at all, just fill up the damn tire - I see tires with sideways valve stems daily, and I'm sure they hold air just fine...

Getting the valve twisted over like that is usually the result of riding with insufficient air in the tires. Therefore with your new compressor this will never happen again.

You really need to keep the valve stem straight. If it is at an angle, as shown in the picture, the valve stem can be damaged where it is pushed against the rim hole and eventually fail. Keeping the tires properly inflated should keep this from happening.
