Hi,
I just repainted a frame recently. To get the original paint off a steel bike I used aircraft paint stripper. Be forewarned this is nasty stuff and you should use it outdoors and have a respirator. Then to get most of the paint off after treatment with the stripper I used steel wool. After this I sanded down the frame with 300 grit. Then prepped the frame for painting. I believe there are detailed instructions on how to do all this someplace on the webb. If you need more info I could try and find the link for you. Good luck.
