I have a bike that I'm building, 2007 Felt CA-1, and for the wheels I found a pair of Ksyrium Equipe's for $250. Was this a good choice for someone who weighs around 230, but is looking to drop down a ways?

I think you'll be fine. I rode some older Cosmics for ever (18h/20h) and never had an issue. Not even needing a true. I ranged from 215-240 during that time. Those Mavic factory wheels are stout.

I'm currently on some 20h/28h Zipp/Deep-Vs and have no problems at all. Very happy with both wheelsets, until I ran over the Cosmics...:(
