Utility Cycling - Can anyone with a burley trailer help me with a part placement?

I've had this flatbed conversion project on hold for so long I've forgotten where some of the parts go. Specifically the horizontal bar on top with a bit of blue tape on it. I think goes there, but it doesn't seem to fit, about two inches too long. I have no idea where else it would go.
I know I put things off and never finish them, but this year I'm trying. That horizontal bar has a hinge at one end and a receptor at the other so it would disconnect allowing the two side bars to fold down flat against the bed. Damn, I just can't remember where it's supposed to go.
My burley is an older one (doesn't fold) but it has a bar pretty much where you have that one, and it has the two finger nuts on the end which allow the screen and plastic windows to be exchanged.
The way the Burley's keep the fabric tight, it wouldn't suprise me if the sides are supposed to flare out on your model.
The only thing is you have the sides reversed from the kid trailer configuration. (it is meant to be high at the back) Is it possible that the front and rear mounting points are different, and that by reversing the sides you have changed the geometry at the point where the crossbar attaches?

Thanks kevbo. For a moment I was thinking that maybe the sides would flare out, but later thought it was just me being hopeful about the whole situation. Burley doing that to keep the fabric tight seems logical. This was is an old model too, and the fabric was so rotted that I could tear it off. Also I did measure the side attachment hinge points and they are about 1/8 inch wider in the rear.
I did reverse the sides, my thinking was that I would be loading it from the rear and it would be easier to do that with that configuration. Originally I wasn't going to use them, but changed my mind as I've discovered I'm going to need some way of preventing cargo shifting into the spokes. Maybe a long strip of fabric with looped ends like they had on the back of old director's chairs.
Again, thanks for the reply kevbo. If that's where it's supposed to go then I have some options. Right now I'm thinking I'll trim it to keep the sides vertical and maybe move it forward and low for some extra places to attach tie downs.
