Try Gordon from Cycle Classics in Portsmouth. He does some very nice lugged steel frames. Some with really cool nervex style lugs.

Scott Paisley at Blue Wheel in Charlottesville has made some nice frames. You might try him too, although he mostly does shop stuff now.

Highly recommend John Hollands. I have one of his frames and it is truly fantastic. He's a craftsman fabricating bikes for at least 25 years and involved in metals his whole working life. I've know him for about 20 of them. My frame is a sport tourer and rides just fantasticly w/polished Henry James lug work.
