What's a "legal wind"?

I gather it's much like how WRs are qualified for say the 100M dash. If the wind speed is above X mph, then the time is not valid when used to attempt a world record. So a "legal wind" would mean that the windspeed at the time of the event was less than the X mph and so qualifies that run as an attempt at the world record. I have no idea what the speed limit is so I just used X.
