I currently ride a road bike converted to fixed gear and would like to try some velodrome riding
I prefer steel frames and was wondering if anyone could recommend a steel track frame for a first time rider?

many tracks have rental bikes. check with your local velodrome. what's your local track?
bianchi pista is a good basic steel bike.

I have a converted bike but am not sure if that will be acceptable

No problem. For what it's worth, the frame they're selling is the same as that which KHS and Spicer sell as their steel track bikes (for much more money).

According to buyers, they have totally slack angles, and while Spatron claims them to be made of Cro-Mo, the reported weight is over 8 lbs. for the frame alone. I would steer clear of them.

KHS Flite 100/Spicer/Mercier Kilo
All very raceable framesets. I really had to fight my Rush to make it hold a line. The Bareknuckle was a lot easier to handle, and is a popular frame at my track. I haven't ridden the KHS, so I can't really comment on that.
