Hi,
Have a noob question:

I'm looking at a 55 (c-t) frame with what seems to be a pretty short head tube: 127mm.

Does the length of the fork steerer tube determine how much I can extend the effective length of the head tube? In other words, could I lengthen the head tube by a few centimetres using spacers if the fork steerer tube was long enough or are there other limiting factors?
