Tire sizing question

I'd like to put a set of studded tires and fenders on a Hybrid bike I have so I can ride it in the snow. It currently has 700 x 38 c tires. The only studded tires I see are 700 x 35mm and the the fenders only go up to 700 x 35 also. Can I put these on my bike since the rims are 700 ? Not sure if the width makes a difference. Can you clear this up for me.

Thanks for the info. I placed my order for a pair of studded tires and some fenders. I'll let you know how they went on.

Got my tires and they went on just fine. The fenders fit well and there were no clearance problems.
