is there a way i can prevent the chain from slapping against the frame? a cheap way?

a old tube over the chain stay and duck tape it or spend like 10 bucks and get a lizard skin.

As above but I prefer cable ties or zip ties as you people call them.

Shift to the big ring when decending fast. This will take up some of the slack, and help with chain slap. Hey, that's not cheap - it's free!
