I live in Canada. In rural areas in Canada, farmers often let their dogs roam free. Dogs love to chase bicycles and I have been attacked several times. I purchased dog repellent which is actually pepper spray. Canadian law around "concealed weapons" means I cannot hide it, but must keep it in plain view and I cannot use it on humans under any circumstance.
What is German law like?
I've read that pepper sprays labled for the pupose of defense against animals may be owned and carried. Others are classified as prohibited weapons.
Almost all dogs go to obedience training. I've never had a dog chase me, and most are off their leash.

I'm fairly certain the stuff is legal in Germany. It's being sold there easily, and sometimes Germans get into trouble taking it to other European countries where it is not legal.

Pepper spray in Germany is only legal with an official seal of approval on the can, but it is against the law to use the spray against humans. So yes, you can use it against dogs, but not against humans.
