I know of only Salsa that has what you want; the shortest I've seen is only 80mm but wasn't in stock.

Their are a lot of stems with removeable face plates out there. They're just rare and expensive, not the right length or ugly.

I was speaking Salsa is the only quality one I know of that gives various options in degree of the angle (but I didn't state it, sorry)

3ttt mutant. they come with a 2 bolt faceplate and a quill, but they are difficult to find.

deda murex, which isn't exactly what you're looking for

or the cinelli frog.
