Our 1994 Burley Duet is pretty much toast. I'm about to pull the trigger on a Co Motion Robusta. I won't have an opportunity to test ride it before ordering. So I'm trying to figure out sizing.
I'm 6'1" and my wife is 5'8". Our daughter who will occasionally be the stoker is 5'4"
My cycling inseam is 34.25" By the chart it looks like we're right on the cut line between a 22/19 and 23/20.

The top tube on our Burley for the captain is approximately 22.5" (measuring a virtual TT) My road bikes, a 59 cm Merlin, a M/L Giant TCR Advanced Team, and a 60mm Paramount OS, all have TT's (or in the Giant's case a virtual TT) of right around 22.5
This would appear to argue for the 22/19, with the Captain's TT at 22.5 inches (as oppossed to the 23.25" on the 23/20)
On the other hand with my inseam, I'm afraid the 22/19 is going to set up with too much drop from seat to bar.
Conversely the 23/20 may end up with too short of stem.
Unfortunately, Co Motion doesn't give the head tube length in their spec's.
Anybody ( particularly anybody with a Co Motion) have any insights

Raising the bar is a fairly easy thing to do, either by using riser stems or plopping in
a vertical extender in the head tube. IF the top tube is long enough in the smaller
frame then the bar height is not really a problem.

if you're putting down the money for a new bike like a robusta, using a extender isn't really a solution i would ever allow and i'm pretty confident that merlin wouldn't either. like zona said, call them and if stock doesn't fit you can always go custom and get exactly what you want

I'm curious as to whom you're buying this tandem through and why they weren't able to address this question for you? Dealers get a fair margin when they sell a tandem and making sure the bike will fit properly is perhaps the greatest value they add to the transaction, followed closely by doing a competent job of assembling and fitting the thing.
As for calling Co-Motion, not a bad idea... but, again, your dealer should have already done that if there is any doubts about which size would be appropriate. If you do opt to call Co-Motion, ask for Gary Forman (sales/tech) or Elayne Goodban (sales)... or perhaps even Pete in Customer Service. If you think you need a better dealer, I can refer you to a few of those too... including a really tall one who knows a thing or two about fitting Co-Motions to taller riders.
Notwithstanding the previous comments, I can appreciate your reasons for wanting to ask on the forum -- and I'm actually somewhat surprised that no one here is around 6' tall who owns a Co-Motion road bike.

I have a 2006 22-19 Co-Motion Primera. The head tube is 145mm between headsets, and approximately 65mm between the centerline intersection points of the top tube and down tube. If you need any other measurements, I would be happy to take them. I am 5'-10. I find this bike correctly sized, but it feels a little stretched out to the brake levers, and I have gone to a shorter stem. But I wouldn't read too much into that, I traditionally like a much tighter setup than "average". I do not think a 6-footer would be fit correctly at this size.

Have your dealer call Co-Motion after you fill out the fit chart and make any specific notes you want to see done on the bike fit.
Co-Motion does do custom sizing and will send you a scetch of the frame with all its measurements for aproval before they begin work on it.
Gary Forman at Co-Motion was very helpfull getting the right fit for me on the Macchiatto.....out of the box it is fit for you.....top tube, head tube, stem, etc.
They also do very nice custom paint jobs.
