Since I am quite short, I am pretty resigned to getting a custom touring bike for commuting & light touring. I'm interested in a bike that uses 26 inch wheels, since that allows a lot of options in tread, studs, width, etc and at the same time is readily available. Although it would max my budget, I'm thinking about the Bruce Gordan Rock-n-Road Tour-Ex. Has anyone here had any experience with this version of his great bikes?

There are 5-6 people (or couples -- i.e. 2 bikes each) on the Touring list who use a Bruce Gordon bike. Search the archives at http://search.bikelist.org or, better, register onto the Touring or i-bob lists at http://www.bikelist.org
They are all satisfied with the bike, and its handling, both unloaded and loaded.

Of these people, I know at least 2 use the 26" bike. I don't know, however, if they have the BLT or the RockNRoad.

That BG is a heavy expedition touring model, and a very good one. In the UK, many smaller riders use 26"MTB wheels in light touring bikes, but they are built light, with a tighter rear triangle, altogether more agile, but still capable of touring.
