Looking for info on old unknown frame

I saw "unknown" but there is a name - it says Medallion along the downtube. From what I know it was built in 1981, has Reynolds 531 tubing, nice lugs (sorry I dont know what kind), and possibly built by someone named Bill Lagna in College Park, MD. I am the third owner, and there were apparently 85 or 88 of these made. I'm looking for any info on the framebuilder, curious what else was made, if anything!
