It looks like Ken Livingston is getting serious about funding bicycle infrastructure: 500,000,000 pounds over the next decade:

"Bicycle Motorways" is the wrong term. They will need to drop the motor part.

Good point. Any suggestions on a catchy name?
Translate "motorway" to American English and you have "freeway", which maybe fits the concept a bit better.

Will these be bike-only roadways or bike-pedestrian? If the latter, they're halfway to useless.
Properly implemented, this could be very cool.
Over a billion dollars. That kind of funding could make a real difference, even in a city as huge as London. I wish an American city could go this far.

I'm sure they've studied the ones on the continent, most of which are bike-only.

I wish an English city would go that far! ;)
Ken is not guaranteed to be mayor in 10 months time, never mind 10 years and it's really only an attempt to out-green other mayoral candidates for the upcoming election. I'd be sceptical if it was properly costed out, but it isn't and the London boroughs are not too happy about being told how they must spend their budgets.
