I haven't ridden this part in a while. Going S on PCH (N El Camino Real) is OK; there is a wide bike lane. Going N ... the road is narrow. I believe there were some incidents on this stretch last year (going N).
[a] Is is OK to ride PCH going N?
[b] Is there an alternate route anybody takes from the Train Station back to Doheny State Beach?
I'd be heading back N on PCH to the Newport Coast area.

San Clemente train station to Doheny has a wide shoulder on PCH, or you can use the path that was created on the ocean side of the road.
No problems, unless you want to circumvent PCH through there... in which case I cannot help because I only use PCH through there.

Through San Clemente, there's either El Camino Real, or the route marked with green "bike route" signs through residential streets. Once you leave San Clemente, there's the shoulder on PCH (although not as wide northbound as it is southbound), or the bike path on the west side of PCH.
