Did a quickie up S/G down N/G yesterday in the Ka-old Wind. Near the bottom of N/G was BagPipe Man doing his thing. I haven't seen him in a long time. I wish I had my camera, it's a site to see.
My guess is that's the only place he can practice without disturbing the neighbors.

There's a Bagpipe woman who practices on the MUP next to Oracle.

Maybe he's the fireman who practices outside the station house across from Civic Park too.
Was he wearin' a skirt too?
Actually, We had dinner at Roy's at Spanish Bay and as the sun set they have a guy in a kilt blowing the bagpipes. It was pretty cool. Although my daughter thought it was funny that he was wearing a skirt!

No skirt. He was however, just flowing along with his melodic sounds. My friend Jim, was shaking his head in disbelief.

 -- I hope he had something on other than a sporan?

I come across a guy every now and then playing bagpipes at the corner of Claremont and Grizzly Peak. Always kind of a treat. My favorite though is the guy that sets up a full drum kit near the top of little Pinehurst. You hear it as you climb and there he is, jamming away in the middle of nowhere...
