I was thinking about buying a new fork. My frame has a 1'' headtube with a threadless headset installed. The fork I was thinking about getting was a 2007 Fox talas RLC. I was wondering if the steer tube for this fork was going to fit, or is the steer tube 1-1/8''? Or is all forks made today made with a 1'' steer tube?

Not only are just about all forks made today 1-1/8" standard, they are almost all longer travel than your bike was probably designed to handle.
You may be able to find a used or NOS shock with some searching, but nothing like a Talas.
All Fox forks will be 1 1/8" steer tubes, and it's going to be tough to find a fork with a 1" steer tube. The only forks available now that I know of are the cheaper RST suspension forks, but you could probably find something used on ebay.

My bike came with 130mm's of travel up front, but maybe my head tube is 1-1/8! Maybe iam getting mixed up with the 1.5'' head tube! Shes a 2005. What do you think?

It's a 1-1/8". If it were ten years old it might be a 1", but anything that new is 1-1/8".
Get the Talas. ;)

Fox has great forks. It's important to match up suspension travel with something similar to what your bike current has. Some go up 20mm or so, but I wouldn't go crazy. As the suspension travel goes up, the front fork get higher and makes the bike take on chopper geometry with bad effects on handling.
Other compatability thing to check is brake mounts - canti's vs. disc and whether the disc is IS mount or post mount. Fox is converting over its forks to post mount. You can adapter between the two disc brake mounts.

Yea, the 2007 talas has the IS mounts which is perfect for my Avid BB7's. The bike came with a fork that had 130 mm's of travel. The talas can change from 100mm-120mm-140mm, which is ok i guess, cause it only increases the travel by 10mm. So as long as the steer tube fits into my headtube (which i think I found out not to long ago that it will fit), and that the steer tube is long enough (my old one is 8-1/4'' and the new one is exactly 8-1/4''), than I guess I am worry free? Or is there something else?

I have had good success from modifying the head tube(only if it is steel, however) through a safe and sturdy process which I will not divulge here. Suffice to say if it is steel I can modernize it with minimal investment(as opposed to a new frame). One such update is my wife's 1995 Fuji. It was such a nice frame I couldn't just let it go, and it came out so well that you cant even tell it was ever the older type. I trust them each to survive full XC race duty without worry.

because it is just as light as any high-zoot cromo frame I have seen but didn't cost an arm and a leg.
P.S. I have been getting top 3's on my 1993 Giant Sedona for 9 yrs. (neither are original components, duh) ;)
