Singlespeed & Fixed Gear - 26 Pearl + 25.4 Riser + shims= Help!

Need some help with installing my risers in a nittostem, the stem is a Pearl with the 26mm clamp and the bars are 25.4. So I need to put a pair of shims in there.
Q: should the shims go in the stem before the bars or should I do it the other way around?
These non-removable faceplate stems are making me crazy! :(

I find Nitto stems to be a little snug, and since you are talking about .6 of a mil
difference it will be difficult to jam all the junk in there. Nitto makes a handy
tool for holding a stem open as you put bars in. I use a dull wood chisel
and crank a little till the stem slides in easy.
I fold up a bunch of paper, works great without scratching anything.
This paper you talk of, you fold it up and put it in.. the clamp?
Wrap a piece of a soda (or beer) can around the bar clamp bulge, then put it in.

tape said shim to bars? like scotch tape, but only on the ends so you can take it off?
i typically wrap the shim around the bar clamp area and secure it with a small piece of tape, and slide it so it's not quite centered, but a bit further toward the stem. spread the stem clamp and slide the bar in, and the shim ought to center up.
Don't use paper, that will disintegrate in the rain. Use beer cans or tightly creased foil.

I recently had a similar predicament and used a small chunk of the end of the drop bars I had flopped n' chopped. It took a while to cut and file down to a useable size, but it is quite secure.
i don't use a shim just I just crank it down.
no slipage. bunny hops,wheelies, ect. no problem

Beer cans work better than soda cans. How in the **** are you supposed to get drunk off of soda?

with a pearl... I'm 215lbs and I beat the hell out of my set up no problems yet.
but I like to live dangerously....like riding brakeless and using the wrong stem

Lighter weight components have tighter tolerances and more susceptible to damage from mismatched sizes or over-torqueing, etc.

so basically, less beefy. makes sense.
means if my fat ass can beat it up and not break it a 140 lbs bot can make it work fine

Some stems (Cinelli, Nitto quill style, etc) don't allow one to "crank it down" much farther than 26 mm. Other stems definitely would allow for that, but not all.

cranking down works until your stem fails (possible but not likely, not worth it)
