If no riders are being investigated under the re-opened puerto case then why are the Rock Racing guys not allowed to race?

and why is Tyler Hamilton still unallowed to race, he already served his 2 year ban, are they able to get him for every time he stuck a needle in his arm?

If you accept that there is no due process in pro cycling, than all the BS makes perfect sense. It's the Witchcraft trials all over again.
